民主行动党（DAP）抗议的核心在于一项基本的民主原则：代表的合法性直接源于选票。州政府允许行政机构任命从未经历过选举洗礼的个人，并赋予他们参与辩论和表决法案的权力，这实际上制造了一个只对政治恩主负责、而非对选民负责的议员阶层。

尽管支持者可能会辩称，此举有助于吸纳技术专家，但这种“技术官僚”式的说辞往往只是巩固政治权力的幌子。在民主制度下，专业知识的作用是为政策制定提供依据，而非取代人民的授权。

“多数人的暴政”的经典案例
这一举措堪称“多数人的暴政”的教科书式案例。这一由亚历克西·德·托克维尔（Alexis de Tocqueville）等思想家发扬光大的政治概念，描述的正是执政多数派滥用权力，破坏旨在保护少数群体权利和公众问责制的民主程序与制衡机制的乱象。

操纵立法体制：政府利用其席位优势改变州议会的原有组成，本质上是在“玩弄体制”。他们不再依赖最初的选举授权来施政，而是通过操纵体制来扩张立法权，从而使自己免受未来选举变局的影响。

稀释少数派声音：增补七名未经选举、且大概率亲政府的议员，无异于设立了一道人为的“防火墙”来抵御反对党的监督。这削弱了选民投给反对党候选人的选票分量，实质上释放出一个信号：执政联盟将维持其立法霸权置于公平竞争原则之上。

颠覆民主规范：真正的民主要求游戏规则必须稳定且公平。政府通过修改规则来为自己规避政治风险，违背了社会契约精神。这显然是在试图绕过民意，将州议会沦为政党求存的政治工具，而非反映民声的议事殿堂。

归根结底，任命未经选举的州议员在本质上就是反民主的。这是对“多数人的暴政”的公然践踏：执政党因暂时掌握权力而有恃无恐，竟采取行动绕过当初赋予其合法权力的选举程序。

尽管政府或许会辩称此举在法律上无可厚非，但合法性绝不仅仅是法律技术层面的问题，它更关乎民主的底线与 integrity（完整性/精神）。将用政治任命而非民选代表填补议席的做法常态化，马六甲州政府实际上削弱了人民对政府的最终控制权。这一举措开了一个危险的先例，它证明了一点：当执政党将维持权力置于民主问责原则之上时，选民才是最终的、最大的输家。
